Swann v. Charlotte-Mecklenburg Schools Revisited: “Choice,” Race, and Housing in Charlotte’s Public Schools and Communities”’

Dwana Waugh is an Assistant Professor at Sweet Briar College in Sweet Briar Virginia.

Dr. Waugh’s paper explores local divisions over the path of school desegregation in Charlotte Mecklenburg Schools as it culminated in Capacchione v. Board, a case that threatened to undo the Supreme Court ruling of Swann v. Charlotte-Mecklenburg Schools in 1999. This case reveals the local tensions among litigants, parents, and community members involved in the ability to choose school placements, the importance of race in making these decisions, and the influence of spatial housing throughout the school district.
